The International Center for Research on Women (ICRW), is a global research organization whose mission is to empower women, advance gender equality and fight poverty. ICRW seeks an Asia Regional Technical Advisor for an anticipated Foreign, Commonwealth and Development Office (FCDO) (formerly DFID) -funded program:  What Works II/What Works to Prevent Violence: Impact at Scale. This #45.5 million, seven-year program beginning in 2021, is the second phase of the Prevention of Violence against Women and Girls: Research and Innovation Fund. This position will be based in New Delhi, India.

The programme will have four components:

  • Designing, piloting and testing new theory-driven violence prevention approaches.
  • Systematically planning, implementing and rigorously evaluating a range of approaches to scaling-up violence prevention efforts, translating proof-of-concept evidence into robust, large-scale programmes.
  • Strengthening long-term capability and capacity of partner organizations (e.g. grassroots, government, research) to deliver cutting-edge violence prevention programmes across grantees and the UK Government.
  • Using evidence to drive more effective national and global responses to end VAWG.

What Works II will prevent and contribute to eliminating violence against women and girls (VAWG) through the above components. The Asia Regional Technical Advisor (RTA) will be responsible for managing and delivering support to a portfolio of five to seven grantees in Asia. The RTA will:

  1. Support programme grantees by bringing them together with relevant technical and organisational strengthening experts in scaling up proven approaches to prevent VAWG,
  2. Spearhead innovative violence prevention approaches, and
  3. Mainstream evidence based VAWG prevention methodologies and research into existing programmes.

They will serve as a focal point for other technical experts and advisors in the region and actively coordinate with relevant client contacts in FCDO country offices to monitor national and regional policy dialogues and engagements as part of the programmatic focus on building an effective regional response to VAWG prevention.

ICRW is looking for an RTA for the What Works II programme who has:

  • A minimum 10 years of professional experience in programme implementation and/or technical advisory services in the areas of preventing VAWG, VAC, GBV, IPV, SRHR, and/or gender equality specifically in Asia
  • A minimum 5 years’ experience in a senior management role overseeing a research consortium, fund/grant management, or donor-funded international development programme.
  • Prior experience implementing FCDO-funded programmes and an understanding of FCDO’s policies, programmes, and operations in the preventing VAWG s is strongly preferred. Similar experience with another comparable donor agency (EU, UN, GiZ, USAID, SIDA) will also be considered.
  • Experience on multi-country programmes with a significant grants management component.
  • An advanced degree in international development, public health, research, gender equality, or other relevant fields.
  • Knowledge of/expertise in one or more of the following areas: gender; VAWG; VAC; sexual and reproductive health and rights; education; research; funds management; life skills and economic empowerment; disability inclusion; and/or policy and advocacy.
  • Fluency in English is required. Working knowledge of Hindi or and Bengali will be an added advantage.
