ICRW in partnership with Equimundo (formerly Promundo) and MenEngage Alliance is undertaking a stocktaking of policies, programs, initiatives, and practices of the government, civil society, private sector, and development partners in engaging men and boys for gender equality and women’s empowerment (GEWE) in Maldives, Bhutan, Bangladesh, Nepal, Sri Lanka, and India.

The stocktaking will mainly investigate initiatives that promote boys’ and men’s involvement for women’s entry in sectors traditionally associated with men, and address how or in what ways patriarchal structures and masculine ideologies, if prevalent, in these sectors continue to perpetuate a continued exclusion of women and have adverse implications for men. The stocktaking results will inform the strategies of the Asian Development Bank’s South Asia Department (ADB-SARD) in promoting of men’s and boys’ engagement in challenging and changing unequal gender norms and practices.

For this purpose, ICRW is hiring a National Consultant (NC) for India.

Scope of Work:

Under the stocktaking the NC will:

  1. Conduct around 25 Key Informant Interviews (KIIs) (in-person or virtual) with government, private sector, CSO and donor organizations to:
    • Understand their experiences and views on engagement of men in pursuing GEWE in different sectors like education (skilling and vocational training), health (urban health), transport, energy, agriculture, and financial management and WASH.
    • Understand their experiences and views on engagement of men to address the effects of patriarchal masculinities on men and boys
    • Identify challenges and gaps, and assess the readiness of civil society, government, and private sector partners to adopt male engagement and transform masculinities as an integral strategy for GEWE across their general and sector-specific work.
    • Identify entry points for ADB to promote male engagement and transformation of masculinities within ADB’s sectoral operations
    • Prepare a list of initiatives by organizations, forums, networks, and other institutions for male engagement in GEWE.
  2. Prepare a summary of notes for each interview
  3. Analyze interviews and add to the current draft of the India Report
  4. Support the Senior Consultant for India in finalizing the report

Key Deliverables: 

  1. Regular updates on the progress of the stocktaking
  2. Interview summaries (in English)
  3. Draft country report for India
  4. Review of final country report


Master’s degree in social sciences/development studies/related fields.


Minimum 4-5 years of relevant work experience. Experience working on gender issues and conducting key informant interviews/in-depth interviews required.

Reporting Structure:

The NC will report to Sapna Kedia from ICRW.


The contract duration is for 35 days between August to September 2022. The workplan is as follows:

  Activity August September
1. Completion of KIIs X  
2. Summary of KII notes X  
3. Adding inputs from the KIIs into existing report X  

Revise country report in collaboration with Senior Consultant


Remuneration: INR 60,000-70,000 for the assignment. To be finalized based on the candidate’s qualifications and experience.
